Propositions
The Nov 6, 2018 election contains twelve ballot propositions. ULV board of directors recommend the following action:
Prop 1: Issues $4 billion in bonds for housing programs and veterans' home loans
Overview: California’s housing shortage leaves 1.54 million low-income households without access to affordable housing. California also leads the country with homeless population including 24% of the national homeless veterans. Bond will create affordable housing
programs and low interest home loans for veterans.
Vote: YES
Prop 2: Authorizes the state to use revenue from millionaire’s tax for $2 billion in bonds for homelessness prevention housing.
Overview: Passage of Proposition 2 authorizes the state to use revenue from Prop 63 (approved in 2004), for homelessness prevention housing for persons in need of mental health services.
Vote: YES
Prop 5: Revises process for home buyers, 55 years or older or severely disabled, to transfer their tax assessment.
Overview: The possible adjustment will be made regardless of a new home’s market value, a new home’s location or, the number of times a buyer relocates.
Vote: YES
Prop 10: Allows local governments to regulate rent.
Overview: Proposition 10 repeals a state-wide rent control statute and it will result in a reduction of rental properties and development of rental properties leading to higher rents. Residential rental homes, including condominiums, (previously exempted from rent control law) will be subject to rent control by 535 independent, non-elected local rent control boards.
